yes it's true that some sort of "rules" overall or something alike is notoriously missing from the site but to be honest with you the general rule of thumb is just common sense basically. I'll look forward completing that at some point but tipically that's what works best as reality is usually a lot more deep than just what can be written in a few "rules". in general I don't tend to take very serioius random non demo/one line reports as you can see here (yeah may be a kick/very short term ban at most but that's usually all about it). for me to throw some serious ban/prosecution it obviously has to be very clear/proven and be some sort of big deal indeed.
